For the neck cut mark, you may want to look at the transfer mechanism from the heating oven to the blow molding station. This is specific for Reheat Blow Molding.
As for Parison Blow Molding, you may have to look if there is any pinching of the parison when the mold is clamped.
Would appreciate if you could elaborate on spot sledge cut.

If it is injection molding and there is damage on the part, we need to check the mold first.
If the mold is in good condition, we will need to look at ejection of the part. We need to ensure that the sliders are fully opened before any ejection takes place. We need to ensure that the ejection is smooth and even. To verify the potential root causes, you could use silicone spray and see if the effect is still there. Is the damage at the consistent location?
